First thing on my list: the menu plugin. It’s been unupdated for so long I’ve just learned to live with its issues. But if you're taking suggestions, it's definitely time for a change!
It would be a huge improvement if users could choose between 'File' or 'URL' as a type when creating a menu item in the menu plugin. I often get requests from clients like: 'Hey, add a PDF or DOC file to the menu.' I already know this is going to be time-consuming. I have to upload the file to the server (via FTP or Media Manager), switch to the classic Joomla panel, and manually edit the menu to point to the new file. It's so much wasted time. And then the client asks to replace the file anyway because changes were made. For example, the Gridbox button plugin easily allows adding a file as a destination—why not implement the same in the menu plugin?
