Multiple e-mail fields on one form

Hi,
I have 2 e-mail fields on the same form (application for two person).
The customer e-mail notification is sent to the second one, if both are filled out.
How to
- send a notification to both e-mail adresses
- send the notification always to the first one

I didn't find a solution in the community forum. :(
